We received information from NASA Goddard HR clarifying how the new Deferred Resignation Program (DRP), Voluntary Seperation Incentive Payment (VSIP) programs and potential Reduction in Force (RIF) may impact Pathways Interns. We are sharing those questions and answers below. Q: Do Pathway intern appointments fall under Schedule D, Excepted Service?
A: Yes Q: Does this Schedule type put them in the same category as Probationary or Term employees and therefore are they more likely to be RIFed? A: One of the four factors in a RIF is tenure of employment – permanent and temporary. Both Term and Pathway interns are temporary. Probationary is not a tenure of employment. RIFs are defined by the competitive area, meaning the organizational limits (i.e., agency, center, directorate, division, branch, office). Then competitive levels are defined using things like the grade level and classification series. We can not speculate about who would be more likely to be RIF’d without this guidance. Q: Do Pathways qualify for severance pay if they are RIF-ed? A: No, Pathways do not qualify for severance in a RIF. Q: Some Pathways currently do not see an Amount under Severance (Section L of the Federal Benefits Statement on Employee Express), is that because they have not worked a full 52 weeks? A: Pathways will not see a Severance Pay Eligibility because they are not eligible. Q: Can Pathways take the DRP? A: Pathways who are full-time and in a pay status are eligible for DRP. Q: Can Pathways take the VSIP? A: No, Pathways are not eligible for VSIP. Q: DRP Option (if taken by July 25) Pay-Out = [Net Bi-Weekly Paycheck Amount x 13 paychecks (to January 9)] + Accrued AL? A: Yes Q: If RIF-ed by September 30, 2025 Pay-Out = [Net Bi-Weekly Paycheck Amount x 4 paychecks (to September 30)] + Accrued AL?
