Exercising our right to vote is one of the most fundamental ways we participate in our democracy and shape the future of our country. Our vote impacts who will lead our local and national stage, and the policies, funding and legislation that directly impact federal agencies and our federal workforce. We strongly encourage our membership to make plans to vote in the upcoming nationwide general elections which will take place on November 3rd. To find information on your options for casting your ballot and your voter registration status you can consult the non-partisan Vote 411 site: https://www.vote411.org/ which provides a one-stop location to access information on voting for voting eligible residents of all 50 states. We also want to also bring your attention to your ability and limitations to take administrative leave as a NASA federal employee in order to vote.
Although we sincerely hope a Reduction in Force (RIF) does not occur at Goddard, we want to share some information on your rights and what you should do if a RIF does occur and you receive a RIF notice. The information below is taken in part from “A Civil Servant's Guide To Reductions In Force” by the Civil Service Strong organization, GESTA’s Collective Bargaining Agreement, Sect 18., information from the Office of Personnel Management's (OPM) RIF Website and OPM’s Employee Guide to Career Transition. We encourage you to read the information at those links as well.
We'd like to make everyone aware that Travel Compensatory Time (TCTE) and Time Off Awards (TOA) will NOT be paid out in the case of a Reduction in Force (RIF). Compensatory Time (CTE) might be paid out. Annual Leave (AL) and Earned Credit Hours (CRE) will be paid out. To avoid forfeiting any of your leave in the case of a RIF, GESTA recommends you consider using up any TCTE and TOA leave first. WebTADS allows (with approval) for time card adjustments to be made to past pay periods, which could be used to switch prior use of AL to TOA. If you would like to do so, you may want to so sooner rather than later. GESTA has heard from colleagues at NASA Headquarters who were "RIF-ed" who tried to make time card adjustments after they were notified, but their requests were denied.
