Performance reconsideration requests are no longer being processed under the Negotiated Grievance Procedure (NGP). However, management has confirmed to GESTA that affected employees may instead transfer their reconsideration requests to NASA’s Administrative Grievance System (AGS), as outlined in NPR 3771.1A.
With Goddard management’s notice they will not recognize GESTA’s Collective Bargaining Agreement (CBA) following the recent Executive Order, grievances are no longer being processed under the Negotiated Grievance Procedure (NGP). However grievance options still exist for bargaining unit employees and all employees, including under the Agency’s Administrative Grievance System (AGS), which is outlined in NPR 3771.1A. We encourage members and employees to read this NPR fully to understand these rights.
On September 15, 2025, the NASA Needs Help group organized its third protest outside of NASA HQ. GESTA and IFPTE members attended the event, and Representative Suhas Subramanyam of VA addressed the crowd, as well as speakers from Stand Up For Science, GESTA, IFPTE, National Institute of Health, and the Planetary Society. During the week of Sept 15th- 19th, our parent union IFPTE arranged several meetings between union members and Democratic and Republican Senators, Representatives, and their staff. Union members from IFPTE locals and AFGE locals from 4 different NASA centers took leave and traveled to Washington, DC to attend these meetings and actively represent members. In total, around 20 NASA union members attended 35 separate meetings.
We have heard a lot of misinformation circulating about how a government shutdown might affect the possibility of a Reduction and Force (RIF). The bottom line is: a government shutdown does not result in automatic RIFs, nor does it give agencies any new authority or obligation to conduct RIFs.
